Summary

It presents Venezuela's justices of the peace as community leaders elected by popular vote, who mediate in their own communities so that neighbourhood problems do not escalate to higher bodies. It draws on the Ley Orgánica de Justicia de Paz Comunal (2024) and on Sander's theory of alternative means of dispute resolution. Using participant observation and in-depth interviews, it builds categories on how this work resolves disputes quickly and free of charge, reduces the ordinary judicial caseload and strengthens social cohesion. It is useful for those studying Venezuelan community mediation.
