Summary

The practice framework that New Zealand's Ministry of Justice requires of the pre-sentence restorative services it funds. It organizes practice in layers: a whakataukī; seven values expressed through Māori concepts (tika, pono, whanaungatanga, and manaakitanga, among others); six principles—voluntariness, the centrality of the victim and of the offender, understanding, responsibility, flexibility, and safety; and standards for each stage: referral assessment, first contact, pre-conference, conference, and follow-up. It includes a reference to the Treaty of Waitangi and a glossary. Useful for those who design program protocols or train facilitators.
