Summary

A report on the review of the restorative justice service funded by New Zealand's Ministry of Justice, conducted in 2021 and 2022. It gathers the views of victims and offenders who went through the service, as well as of police, the judiciary, the legal profession, court staff, and providers, including kaupapa Māori providers. It sets out what works, the barriers—low awareness, timing, inequities, procedures—and the recommendations: more information, earlier or post-sentence referrals, training, funding, presence in the courts, and a review of the family violence standards. Useful for those evaluating or redesigning a public restorative service.
