Summary

A critical article on the juvenile criminal bill that the national Executive Branch sent to Congress in July 2024, which lowered the age of criminal responsibility to 13. It argues that the bill cuts the rights and guarantees of children and adolescents, makes deprivation of liberty the rule, and contradicts the Convention on the Rights of the Child and decisions of the Supreme Court and the Inter-American Court. It discusses the figures used to justify it and presents citizen security as the building of citizenship and public policies. It is useful for studying the debate that preceded the reform of the juvenile criminal regime.
