Summary

A Brazilian federal law that creates the National System of Socio-educational Services (Sinase) and regulates the enforcement of socio-educational measures imposed on adolescents who have committed offenses; it also amends the Estatuto da Criança e do Adolescente and other laws. Among the principles governing enforcement (art. 35), it establishes that judicial intervention is to be exceptional, with preference for consensual means of conflict resolution, and gives priority to restorative practices or measures that, wherever possible, meet victims' needs, alongside the proportionality and brevity of the measure. It is the legal basis for restorative programs in Brazilian youth justice.
